By my knowledge a CD drive works by rotating gears against a toothed strip of plastic, causing it to extend or retract. my only explination would be that you have maybe clsed the CD drive vigorously and quickly causing it to strip the gears. in this case it would make a humming sound when you press the button and not do anything. if it does not make a sound im afraid i have no idea.

If it does not work or you dont see it then you either put in a DVD game that doesnt work with your regular CD drive. OR you put in a CD game into a DVD drive. or it could be that you have a bad CD/DVD or a bad drive.

It doesnt. it is possible to find the speed of the CD drive by reading a certain ammount of data and timing how long it takes, then a simple set of arithmatic performed by the CPU can tell you how fast the CD drive can read the data.
If you laptop has a CD drive put the CD in to it and then you would select the photos that you want right click and then click burn to disc. If your laptop doesnt have a CD drive then I suggest that you put it on a flash drive and try it on a computer or laptop that does have a CD drive
