There's a wide variety of reasons why it could be. In order to narrow it down, one would need to know how it's not functioning - e.g., is it simply not blowing cold air, is the compressor clutch not cycling, etc.

how hot because all car engines get hot. oil is burned to power the car. to make it move.is it the type of oil? mayb it doesnt agree with the tank.

The heater is set on recirculate the air of the cabin. Set it on normal (from outside the car) You have to move a button on the console to take air from outside the car or else the air will be too moist from all the humidity that accumulates in the cabin. Also the engine temperature must be hot enough. I usually run my car at least 5 minutes driving it downtown before it is hot, during cold winter days.
Uhh. As hot as it can get outside if not hotter. There was a point when i was living in Phoenix that some of the plastic on my dashboard started to melt.
On cold days, your car will not reach a temperature below the outside temp, but instead be on the level or slightly warmer (depending on color of car and interior and how well sealed it is). On a hot day a car can reach above 100F depending on the outside temp and colors and ventilation.
