You A/C system probably needs to be recharged. If it is a newer vehicle (made after 1996) you can buy an R134a refrigerant recharge kit at most automotive parts retailers, and refill the system yourself. If the vehicle is older, or you are not mechanically inclined, take the car to a reputable garage and have them do a full diagnostic on the A/C system; they will test the lines for leaks and make sure the compressor is working properly.
You also need to check the fan for the radiator/condensor for proper operation.

Could be a number of reasons for this condition. I would check the coolant level. A low coolant level could cause your heater to blow cold air when the engine is warm. Is the engine warm? If the engine is fluctuating temp it could be a faulty thermostat. Hope this helps.

Blowing cool air while idling & the water pump is not moving very fast is a key indicator of low engine coolant levels. Add some anti-freeze/water and likely you'll have warm air all the time.

If its a turbo car it will stall if the blow off valve is not shutting properly as the pressure drop is too much for the engine to keep turning, same with lpg when you idle the pressure in the engine drops and it will stall you can correct this by changing the timing
