Without knowing what error message you are getting, we really can't help you identify what the cause of the problem is.

VirtualPC can do that. There is a port of QEMU to Mac OS X that should run even better, but it is a bit more difficult to use.
the best free emulator would be QEMU. But IEmulator V is a pay emulator that works amazingly.

You can run Windows 95 in an emulator (such as VirtualPC or QEMU) on a PowerPC Mac. You can also use a virtual machine like VMWare, Parallels workstation, or VirtualBox to run it on an Intel Mac. You cannot install it directly on either, as the hardware is not compatible.
Parallels Workstation for Windows? Use Sun's Virtualbox (information at http://www.virtualbox.org/). Parallels for Mac? Try Qemu, which may or may not work, due to its somewhat experimental status (OS X port at http://www.kju-app.org/).
