The sense of smell, both in water and out, works by intercepting particles in the air/water and sending chemical signals to the brain that recognize those particles. If a fish's blood is still within their bodies - a Shark's smell receptors cannot pick up particles from the blood in order to smell it.
If the other shark is wonded I would say yes. Blood is blood.
