Cable's telepathy and telekinesis have been burnt out almost completely due to his techno-organic virus infection. His powers are keeping it from taking over his body.
Telepathy is an incredibly common ability. When Stan Lee first created the comics, he actually intended for all of the characters to have some degree of telepathy and telekinesis. The characters of Cable, Emma Frost, Jean Grey, Rachel Summers, Stepford Cuckoos, Quentin Quire, Psylocke, Charles Xavier, Onslaught, Nate Grey, and Madelyne Pryor are all telepaths, just to name a few. A complete list can be located at marvel.wikia.com/Category:Telepaths

It's a different type of wiring inside of the cable. It makes a clearer picture and doesnt go out as often. Its normally more expensive to install though.
