It could be PLENTY of reasons, this could include the following:
- There was a problem with the post-office sending it to him
- There was a problem with him writing back
- He doesn't feel like he has the same sort of feelings
- He doesn't have the time to write back
To be quite honest, I wouldn't worry about it as life goes on quite frankly, it'll be hard as I'm sure you took some time in writing this, so I would either give it some time or move on with time to heal and finding someone that wouldn't do something such as this (if he doesn't love you back).
