Probably because its water is putrid. The basic requirement of all fish is pure, clean water. In order to provide this there are a couple of basic rules that every successfull aquarist lives by. "1 inch of fish needs a minimum of 1 gallon of water. All fish tanks need a cycled filter. All fish tanks need at least 50% water changed weekly. Follow those rules and your fish will swim. My immediate advice is CHANGE THE WATER NOW!!

If it looks like he's still breathing (i.e the gills are moving and the eyes alternate in different directions) he may just be getting use to the environment.
Otherwise, he may have died. It's common for fish to die on moves.
It's hard to actually tell if a goldfish is breathing, since they don't. They take oxygen from the water through they're gills and use that. If it's alive and swimming you probably just can't see the gill movement as it sucks up the oxygen. So, don't worry, your fish is fine.
It's quite likely that you have a water quality issue in your tank. You should do a water change of at least 50% making sure that the new water is the same temperature as the old water, and using the recommended dosage of water conditioner per the instructions on the bottle.
You should be changing out 50% to 75% of your tank water in this way at minimum once a week.

if it is a fixed pulley, itself doesnt move. If it is a rotating pulley, its joint probably doesnt move.
Male fish have claspers on their lower belly, so if the fish doesnt have these claspers, then it's a female. I dont know if it's the same with goldfish, but since they're fish, it probably is.
Sometimes they do and at others they are pretty well comatose.

There are both saltwater and fresh water goldfish so it doesnt really matter which. Saltwater ones can't live in fresh water and vice versa.
