This question confuses me, I didnt even know such a law excisted. However this is likely immpossible. bullying commonly occurs between minors. the law cannot control them only their parents. So basicly the law doesnt excist and it doesnt because it happens much to often and almost invisible to others. tell me if im wrong please!
