There is a pair of converging reasons why measuring the size of an atom is difficult. One is that the atom is so small, and the other is that the tools to do that have a limited ability to measure things as small as an atom with a high level of accuracy. They may be the same reason. and bye

Atoms comprise a very small nucleus which is surrounded by a cloud of electrons. The electrons do not have fixed positions and can move between different shells depending on their energy levels. Since it is the outermost electrons which are most likely to move up of down the excitation states, the overall size of the electron will change.
