Some Wrangler models, (at least 2005 and up, maybe more), have a fuse labeled, "Door switch defeat." Fuses are behind the glove box door. Remove that fuse and the interior light will stay off, BUT, you can still turn the interior lights on manually. I'd suggest taping the fuse inside your glove box door so it' will be handy to replace when you replace the doors.

I was told it is a computer issue. Try Disconnecting the battery for about 30 minutes to reset the computer, then reconnect. This has worked on my wife's 2005 300c and my sons 2004 dodge dakota.
If you have hard doors, yes. It they don't, most likely someone has removed the fuse to keep the lights off when running with the doors removed. Check the fuse box. If you have soft doors, no. The fuse has probably been removed.
