there could be water in the gas, your cab is not adjusted right, the coil is going bad

because ....well i got nothing I would check your float it might be sticking, fuel filter might be plugged. That depends on what type of lawnmower you are working on but it sound like a fuel problem to me .
Im guessing this is a petrol lawnmower. sounds like the float is not set at the correct level in the carburetor
must be taking in extra air some where. Check for vacum leaks.
