In my opinion - Probably because the majority of nine-year-old's are not mature enough to participate sensibly in the programs. That's not to say every nine-year-old is immature, but it's unlikely at that age they will have the communication and reasoning skills necessary.
Note that Federal Law in the US makes it illegal to share personal data of someone under the age of 13. Most sites restrict users to be at least 13 because of this.
