Because something's wrong. That's about as much of an answer as we can give without some more information on your part. We'd need to know if your starter was engaging properly, we'd need to know if your timing is right, we'd need to know if you have spark, fuel, and compression, etc.

Modern cars have electrik start which uses the car battery to kick start the engine. Old cars and/or other vehicles like Go-Karts haves the same effect, just that you dont have a battery, so you will have to pull a rope or something..

If it's an older vehicle - no. But a newer vehicle might just be clever enough to monitor the coolant level and refuse the engine to be run empty.
If you are driving and water is sucked up in your engine it will ruin your engine. but if the car is sitting in water not running dont even try to start it. Drain all fluids out of the car and replace them all with new fluids.

350 Engines dont have transmission fluid. The Transmission does. Start the engine, leave the trans in Park, pull the dipstick and look at it. fill to full mark when the engine is fully warned up
