There are a couple of different times when you'd turn off your headlights. You'd turn off your headlights when the car is off for example.

Flashing headlights can mean different things, often signaling a warning about a potential hazard or alerting you to a problem with your vehicle. It can also be a signal for you to dim your high beams if they are too bright. In some cases, law enforcement officers may use flashing headlights as a signal to pull over for a traffic stop.
I dont think that the 1990 4Runner had daytime running lights so you would have to turn them on yourself. Otherwise the headlights each have their own fuse and a relay in the engine compartment, if these are not bad then it may be the switch.
You have to go to the dealer and ask them to turn them off, otherwise they leave them on as running headlights. They will do this for free.
