You have a bad relay. Your blinkers run on a different relay than you hazards do.
On a 1996 Mercury Grand Marquis, the hazard flasher is typically located on the dashboard, near the center console. It can be identified by a red triangle symbol and is usually positioned close to the headlight and turn signal controls. To activate the hazard lights, simply press the flasher switch.

More than likely a bad flasher relay for the turn signals. The hazard lights use a different flasher relay.
simply depress the hazard light switch on top of the steering column. if the switch does not turn on hazard lights the switch may need to be replaced. this is common with this body platform. Be aware that the turn signal and hazard switch are all one part. it is not a difficult task to change, but remember that you will need some expertise for dealing with the air bags and steering wheel removal
After replacing the burned out turn signal bulb, turn on the hazard flasher and then turn off the hazard flasher. This will reset the flashing on the turn signal from super fast to standard flashing.
have you check the tail light fuse to see if it is blown. other possiblly is the headlight switch.

The hazard button alone can't be replaced. You will need to replace the complete signal switch which is called a multifunction switch.
