People have an irrational fear that by signing up to be an organ donor, that in the events of an accident, doctors will not try their hardest to resuscitate you. This is a complete myth of course, as doctors have to continue practicing CPR on your body-- even if you are brain dead-- in order to prevent your organs from failing.
Another prominent reason why people do not donate their organs is because they have never researched the life-saving operation, nor have they had a discussion with their family. Even if the patient wanted their organs to be donated, their mother, father, next of kin, etc have the final say on the decision. If they disagree with it, it is ultimately what is going to happen to you -- and seriously, what can you do about it?

This is most likely because of the special porcess to match up organs. Also, it has to do with the age people die. You can't donate a senior's organs. Also, the type of death has an influence. If someone dies of cancer, it's unsafe to donate organs. If someone is in a good health and died in a car accident/etc. then their organs might be suitable. The family has to agree on it too.
