Usually that's on the receiving side in that the fax machine may be out of paper and goes into storage mode where it only has the capacity to store so many faxes before the available memory runs out. When that happens, your fax won't complete the transmission.
It could be because you or someone else is using a VoIP phone line, or it could be a problem with how your machine is set up.

You can send international faxes as long as your carrier allows it. You just need to dial the proper international code in order for it to go through properly. The process is almost identical to sending local faxes.
