Why has the United States not yet taken down the Church of Scientology or the Sea Organization or at least the Rehabilitation Project Force on charges of human rights violations?

Very complicated subject but the simple answer is: The Church of Scientology is recognized as an established 'religion' in the US and as such, their internal and administrative operations, and worship activities, are sacrosanct so long as they do not icross the line into unlawful conduct or activity. It doesn't hurt Scientology's cause that they also maintain a skilled (and highly funded) legal arm that zealously (one might even say, aggressively) protects/attacks any action they deem as a challenge or trespass on their 'rights.'
