The proper hand position on the steering wheel used to be 10 and 2 but it has changed and is now 9 and 3. I am not 100% why it changed but I believe it changed so you could have a better grip on the steering wheel.

To unlock the steering wheel on a 1993 Honda place the key in the on position. Doing so will free the steering wheel.
If the key is stuck in your 1998 Mazda 626, the steering wheel column may be locked. To remove the key, adjust the steering wheel and turn it clockwise to the proper position. Then try removing the key.
On my 1997 KA (P Reg) my horn is either side of the middle of the steering wheel. i dont know whether newer KA's have changed the position, but most probably in the middle of the steering wheel. Hope this helps :)

Imagine it as a clock. Your Hand should be on "2" and "10." With so many vehicles with an air bag in the wheel, they now recommend your hands at 3 o'clock and 9 o'clock.

What aspect of the steering wheel/system? If you just want to raise or lower the steering wheel, there should be a handle on the left side of the steering column about halfway between the back of the steering wheel and the dashboard. Just push the handle down to unlock and adjust the steering wheel and up to re-lock it once it's in the desired position...

If it is GM it is Centering malfunction, steering wheel position center did not detect a centered wheel. Bad steering wheel position sensor, poor wiring connection, or bad EBCM (ABS control module)....check the connections first.
