Virtually all MCPON candidates have nearly 30 years of service in the Navy. Simply put, the pool is pretty small to begin with, and there is no "affirmative action" in the Navy. You get selected based on Time in Service, Rank, Education, and Navy background.
The same is true in the officer ranks, though there are many minorities in top officer jobs. As an example, I was privileged to work for Admiral Mack Gaston, ACNO (SW) at the Pentagon, and one of the finest naval officers I was ever privileged to work with.
