If you mean frozen as in seized, the engine will need to be rebuilt, as parts have welded themselves together and there is most likely some serious damage to the pistons and cylinder bores.
The starter would still crank the engine but the engine will fail to run.
If the engine is firmly "frozen", locked up, it's likely to require a complete engine rebuild.Not cheap, not easy.Best to get a professional hands-on diagnosis of the situation before you either spend the $$, or call the junkyard and sell the carcass for $25.

no there is a process that can be done to un freeze it and Analyze it from there .
a seized engine will not turn over. Even using a socket and ratchet on the crank bolt, the engine is not going to move. It is frozen, or seized up.

As in the engine? Don't attempt to start it. Water expands when it freezes. If the water in your engine block has frozen there is a good possibility that damage has been done to the block.
