Technically, you can't find out who has recently joined. There isnt' a "recently joined" list on WikiAnswers, because there really isn't a need for it. Though, above a user's badges on their bio page, you can see the date they joined, which could happen to be just recently.

No, the badges on your Profile are there because of what groups you have joined, and your contribution total. The WikiAnswers scholarship is not related to them.
