Answer 1
In the beginning of the 1970's, increasing numbers of Muslims opposed westernization, they wanted to apply Islamic principles to the problems in their nations.
Answer 2
Many of the cruel dictatorships that were in power from the 1960s-2011 were secular "republics" leaving a strong distaste in the Arab World for secular authority. The Islamists (groups that wish to rule by Islamic Law) were the only group that consistently denounced the Secularists. Liberals, Socialists, and Nationalists would be less harsh or less frequent in their criticism. Therefore people began to side with the Islamists since they echoed the people's sentiments.
There is also the belief that religious leaders are by nature more pious or more pure than secular individuals and less interested in grabbing power. However, the current regime in Egypt is helping to debunk that idea.

The answer you are looking for is IRAN, but the question is phrased poorly. The Ayatollah did not turn the country to "Islamic beliefs". The majority of the Iranian people were already Shiite Muslims and the majority of the remaining population were Sunni Muslims. A large percentage of these Muslims were pious individuals. What Khomeini did was that he changed the Iranian state from a Secular Regime (one where religion and state are separate) to an Islamist Theocracy (a government where Islamic Religious Law is the law of the country). Islamism is a religious political phenomenon, not a personal religious phenomenon. In fact, since 1979, Iran's population has grown steadily less religious and Iran is suspected to have one of the largest Atheist populations in the Middle East because people are so turned off by the oppressive nature of religious law that they are abandoning religion. Even Ayatollah Ruhollah Khomeini's grandson, Ayatollah Hussein Khomeini has argued that the Islamist State of Iran is leading to the manufacture of Atheists and that the regime should be overthrown (even by America's military) in order to prevent the demise of Shiite Islam in Iran.
