He (RA) is known as Jami-ul-Quran because he standardised the reading of a single version of book of Quran.

Though the holy Qur'an had already been compiled, there were certan copies with different dialects of various tribes. The State of Madina had expanded and recitation of the Qur'an in different dialects was creating problems. Hazrat Usman RAU re-compiled the Qur'an, standarizing the recitation of it. He got the unauthentic copies of the Qur'an eradicated. Thus he is known as Sayad ul Qur'an and Jami ul Qur'an.
