Actually, communicating a threat to any one in any of the fifty states is a crime, a felony in most cases. It is called "Communicating a Threat." In many states it is treated much the same as an actual assault.

The act of threatening a pubilc official however could be treated on the state or federal level, or both, as an act of terrorism.
