Why if threating to kill people or there kin nothing is said but if you call your senator threaten to kill him and his kin you would be arrested and charged?

Actually, communicating a threat to any one in any of the fifty states is a crime, a felony in most cases. It is called "Communicating a Threat." In many states it is treated much the same as an actual assault.
The act of threatening a pubilc official however could be treated on the state or federal level, or both, as an act of terrorism.
