Most likely, the coaxial cable isn't hooked-up at the other end. All of your outlets probably come from a box on the side of your house. If this is a single-family dwelling you have legal access to the housebox. Look to see if there is one or more cables in that box that are not attached to a splitter. If so, that's probably the trouble. If there is an open port on the splitter, use it. Check the TV for signal. If you have more than one loose cable you may have to experiment to find the one that goes to the room you want service in. If you don't have an open port get a splitter with more ports and replace the one you have. (It is best if you don't leave any open (aka un-terminated) ports on the splitter. You may be able to get 75 ohm terminators at an electronics supply store.)
If this doesn't work you will probably have to call the cable company. You may only need an outlet activation, which is usually cheaper than an outlet installation.
That depends on where the sound IF is located within the video signal. If the TV works with sound OK in one country and the sound doesn't work in another, that's because the subcarrier has been placed at a different location in the signal's spectrum. The other possibility is that they're using a different type of modulation. Just buy another TV. It'd probably be chaper.
