Because it has to use all different parts of the software to work right. There are so many files that it needs to work right that it is imperative you do not remove any of the core files if you don't know what your doing.
Think of the Operating System as the brain of the computer, if you were to take parts of someones brain out then it wouldn't work very well if at all depending on what part of the brain you destroy. Same with the OS, it relies on all the files to do the best job.
