They have not yet been phased out. They are reliable stable technology and generally less expensive in the short term than alternatives.

Incandescent light bulbs are inefficient at converting energy into light. They are so inefficient that in many places there is no a ban on the sale or manufacture of incandescent light bulbs in favor of higher efficiency CFLs, LEDs, or halogen lights.
Thomas Edison did not invent the first light bulb. He did however improve on existing light bulbs by creating the first useable incandescent bulb.

There is nothing that states incandescent light bulbs will one day be illegal or outlawed. Using them is an individuals option and right.
