If the solenoid wire is not insulated the number of turns will be reduced by the uninsulated wires touching and shorting out the turns.

When wound into a coil, uninsulated wire would short circuit, and current would go straight across the winding, instead of lengthwise through the wires.

because if we use without insulation wires than, as we know curret has choosen always shortest path and in solenoid we want a circular path , to provide electromagnet, our coil will not magnetise fully and we will not get strong magnet.
