IP addresses starting with 10 (10.x.x.x) are used for internal/ local network use only. They are not public IP's and cannot connect over the internet. That means 10.49.16.1 is a local machine in your office/home. It's probably the computer of an IT staffer checking settings remotely on your PC. Usually it is good practice for anyone to request connection first in the interests of security so whoever it is may be violating the rules depending on the company security policy but it is definitely against the principles of IT Best Practice, no matter what the company policy is..
To find the remote machine's name, open a command prompt (Start > Run > type CMD) and type
ping -a 10.49.56.2
You will see a result like:
