I would not accept that African culture is stagnant. Looking form the outside, it seems to me that Africa has a mix of very vibrant societies with widely differing cultural traditions.
The vast majority of South Africans are of black African descent, with sizable white and Coloured (about 9% each) minorities. No single ethnicity dominates the country, but the Zulu are the single largest group, followed by the Xhosa and the Sotho.
The Byzantine Empire in its heyday covered parts of Italy, the whole of Greece and the Balkan countries, Turkey, parts of what now is Syria and the Lebanon, and large coastal areas of northern Africa. The result was of course a mix of the many peoples that lived there and their cultures. The court culture also was a mix, in this case of Latin an Greek.
Timbuktu is a major center of Muslim culture! Past the Sahel is also strongly influenced!
