This is just a guess, so please don't hold me to it.
I've seen similar circumstances like you describe, though honestly never a "pink" screen.
The cause (in the cases I've seen) is the device responsible for generating the Channel 3 output, which has very poor filtering and therefore is inadvertently generating a signal on channel 2.
For example, years ago people found a very easy way to get free premium channels from their cable boxes. They would put their cable company supplied converter on one channel above the premium channel they weren't paying for, but then put their TV one channel lower than the cable box output (channel 3). This would force the converter to decode the premium channel and viola! Free HBO/Cinemax/Showtime...etc.
Modern cable boxes are much more sophisticated than these early versions, and I know of *no* location where this technique works any longer.
So, it's my guess is that what you're seeing on channel 2 is channel3, but the poor filter of the device generating the channel 3 output is showing you the picture you're getting.
Lastly, please be certain that your TV isn't set to show this pink screen when no signal is received (though I NEVER heard of such a thing).
You can test my theory by putting your TV on channel 2, and then change channels with whatever device you normally use (Cable Converter, VCR, DVR, HD Tuner), and see if it changes. If it does, than that answers your question.

Not all programs are made to fit the 16X9 screen, use the ASPECT button on the remote to make the picture fill the screen.
You can go to 4KidsTV's website to find the channel where you can watch these programs in your area. There is a link on the right of the screen View the TV Schedule and Find Your Channel. From this link you can find the channel and programs with times it is broadcast.
It can be fixed, you would have to get the screen replaced, which can often cost more than the TV itself.
A burn comes from having a picture on the screen what has little movement. Don't leave the screen on a channel or video that is static for days at a time.

the filter is inside the transmission. the transmission has to be disassembled to get to it.

It's possible the screen is damaged, or a tube has gone bad (is this an older tube TV/ not an LCD/Plasma/LED?).
