Dorothy represents the ideal American. Or the American hero, whilst the wicked witch of the west represents a hostile or malign nature.
Dorothy is enslaved because the witch can't kill her, for she is being protected.
She could destroy the witch with a pail of water, simply because water is a natural force. Water is a necessity, it could end hostile behavior or malign nature.
Because, My good sir, the witch was being a derogatory term for a prostitute and was wearing too much make up, estimation 5 kg - 5 to the power of 1,000,000 Kg. Too lessen the amount of Make up, Dorothy, being the good guy Greg, Throws the Liquid form of H2o upon the derogatory term for a prostitute, but Dorothy does not know that the derogatory term for a prostitute was in fact, a bar of soap, so the liquid form of H2o slowly corrodes upon the soapy flesh of the derogatory term of a prostitute, which enables her flesh as a lump of soapy meat.
The Tin Man
In the original 1900 book edition of The Wizard of Oz, the Wicked Witch of the West tries to kill Dorothy Gale, her pet dog Toto, and their three friends the Cowardly Lion, the Scarecrow, and the Tin Woodman by sending her slaves to kill them all. First, there are wolves, which are followed by crows, bees, enslaved Winkies of the Yellow Winkieland of the West, and Winged Monkeys. Back in her Yellow Castle, the Witch mistreats Dorothy, and trips her. But before Dorothy can be starved or mistreated to death, she throws a fatal bucket of water on the Witch. In the beloved 1939 film version, the Witch tries to kill the five friends when they stop in the deathly poppy field. But Glinda the Good Witch causes it to snow, and thereby keeps the five friends awake and alive. Inside her Castle, the Witch says that Dorothy has only one hour to live. The means of death aren't mentioned. But the Witch causes a fire when she throws the hourglass on the floor. The five friends manage to escape, only to be cornered by the Witch and her torch-lighted broom. The Scarecrow briefly catches fire. But Dorothy throws a fatal bucket of water on the Witch before any further murderous intents can be carried out.
Dorothy throws water on the wicked witch of the west. However, they never use Dorothy's name in the musical (I assume for copyright reasons). They just say "a small child" threw water on the wicked witch.
The Wicked Witch of the West saw the protective mark from the kiss of the Good Witch of the North on Dorothy's forehead, and the Silver Slippers that had belonged to the Wicked Witch of the East on Dorothy's feet. She could tell that Dorothy didn't realize the strong protection of the former, and had no idea of the secret power of the latter. So she tripped Dorothy, and grabbed one of the Silver Slippers. She was going to take the other away. But Dorothy threw a bucket of water on her. That made the Witch melt into brown sugar. As a witch with witchly powers, she had underestimated Dorothy's human abilities. So the Witch said that she didn't expect for her life to end in response to anything a mere girl could do against her.

That she causes Dorothy Gale to fall down is how the Wicked Witch of the West manages to get one of the magic slippers off of Dorothy Gale's feet. A fight follows. In the course of the fight, Dorothy throws a bucket of water on the Witch. She doesn't know that the Witch is water intolerant. Before Dorothy's eyes, the Witch melts into nothingness.
lightning ponypomp; Depends on what your idea of power is. Water could destroy an entire city, water could wipe out New York City, lightning can only affect a small area. A hurricane could also do this to a city, but water has more force then air.
