The Earth's rotation cause one side to be heated while the other side cools, cloud forming evaporation causes certain areas to be shaded and cooler while others get direct sunlight. Different surface colors and textures reflect or absorb the sun's heat at different rates. This causes winds that move warmer air to cooler areas. At each latitude the sun's rays hit the Earth with a different angle of incidence. The tilt of the Earth's rotational axis produces seasonal variations.

There are a great many things that aren't constant even if solar output is somewhat constant.
