Most accidents occur in the front of a vehicle so for safety the tank is located in the rear. Also, there is no place in the front to place the fuel tank as the engine and transmission take up almost all of the area.

Sometimes. Depends on the vehicle and the year. On my 1990 model, the fuel pump is in the tank. You can check yours by looking at the fuel tank from underneath the left (or right) rear of the car. The tank is located forward of the rear axle. The portal for the fuel tank which includes the the mount for the fuel pump (internal to the tank) is located in the center of the upper rear side of the tank. Tubes and electrical converge there, too.

The fuel filter is located in the fuel sender assembly, inside the fuel tank. Vehicles with dual tanks, have no fuel filter in the rear tank fuel sender assembly.
