It isn't.

For those who have it, HIV means lifelong medication - if they can afford it. And a seriously shortened lifespan for those who can't.

Only way HIV can possibly be seen as helpful is that untreated HIV will kill off those affected, which if the government think the population is too big, would be helpful to them.
