The Japanese empire has got a population of close to 128 million people.

This qualifies for rank 10 of the worlds countries highest population.

We have more than 200 countries in the world.

Per Square kilometer there are more than 333 people in Japan.

It is one of the densest populated countries in the entire world.

It is only surpassed by 4 countries.

India 344 ppl per SQKM

Netherland 393 ppl per SQKM

Korea 478 ppl per SQKM

and

Bangladesh 1063 ppl per SQKM

According to this we should not consider the Japanese population small.
