Is Milwaukee dangerous?

To answer your question from the start. Milwaukee can be VERY VERY VERY dangerous...in some spots. I have lived in this city for all of my life and currently live here now. Yes, there are the very occasional drive-by's, there are shootings, there are lots of fights, there are violent stabbings, and there are gangs (especially from Chicago seeing that it's so close.) This does not describe the whole city though. There are parts that are beautiful. Like I said, I live here now and love this place. I could never leave Milwaukee. If you watch the news here, you begin to notice a pattern. Almost every tragic situation happens in the same areas. These are Milwaukee's ghetto's. Milwaukee is the most segregated city by race in America. Don't confuse this with being the most racist city in America. I find that most people here are not racist at all but some are. Also, Milwaukee is a major beer-drinking city. With all of the people consuming alcohol here, you can expect lots of violence. Like I said, there are the expected areas for violence and there are those areas that would shock locals if something bad happened in them because they know the usual spots where violence occurs. You can tell which areas are bad if you were in them. Wisconsin in general is such a safe state except for certain parts of Milwaukee and maybe a little bit of Racine too.

Why were they dangerous the highwaymen?

Highwaymen were dangerous because they would ambush travelers on roads, robbing them of their belongings and sometimes resorting to violence if the victims resisted. The element of surprise and their often desperate circumstances made them unpredictable and potentially dangerous to those they targeted.
