Why is Minister Doucet from PQ party be allowed in Ottawa when he doesn't have any Riding anywhere else in Canada but Quebec?

1. Gilles Duceppe is not a cabinet minister. He is a member of parliament.
2. Gilles Duceppe is not "from PQ party." He is the leader of the Bloc Québécois.
3. The Bloc Québécois is a legitimate registered Canadian political party.
4. Gilles Duceppe was democratically elected by the voters in his riding to represent them in the House of Commons.
5. On several occasions one or more political parties has not elected members in one or more provinces.
6. The question displays a lack of political awareness which borders on xenophobia.
7. If you haven't noticed (which is entirely possible) his surname is Duceppe, not Doucet.
