For most women, one breast will be smaller than the other. This can be slight where only really they notice it to more obvious with a whole cup size or so in difference between the two. As you develop in puberty, it is normal for one breast to be slightly larger than the other one. More likely than not, the difference will beomce less noticeable as you continue to mature and develop. If not, wear a bra fit for the larger breast and it will ahrdly be noticeable. Otherwise, it is perfectly normal. After all, no two things are always perfectly identical, so don't expect your breasts to be an exception to that.
