It is believed that if Puerto Rico were to invest in drilling the coal or mining the coal deposits, they would be able to export many to other countries around the world, and would not need to depend on foreign oil. Puerto Rico being part of the United States of America since 1989 are federally regulated and must acquired Washington's permission to extract or mine the coal, just as any other U.S. State of the Nation.
