Raquaza is one of the great legendary Pokemon which is arguably the best Pokemon you can catch without the use of action replay or game shark (game enhancers/hackers). That is why its so hard to catch.
My advice is to carry at least 30-40 hyper potion/full restore/ect and at least 30-40 ultra balls. If you havn't used it already, you can use your master ball on raquaza, which cannot fail.

Most importantly SAVE IN FRONT OF RAQUAZA so that if you mess up, you can start all over without climbing back up the tower. I suggest for capturing Raquaza weaken it with not too strong but medium power attacks. Then I would use a status attack ( Raichu and Ampharos or good for this) to paralaze it. Raquaza has the move Rest so it can go back to full HP 10 times. Get Raquaza down to the Red zone and try your luck with as many ultra balls you can bring. Hope this helped :)

yes you can. to get him you must have completed the game (defeat the last three legendary dogs) then catch kyogre and groudon. after you do go back up as if you where going to fight them again but this time you will need ( instead of the 3 main evee eveloutions) ralts,kirla, and gardivol after you do so go up the pyrimaid and defeat the 2 go-rock squad members then you can fight raquaza. hope i helped! =)
