Actually the summers arent that cold in San Francisco. It usually reaches 70-75 degrees F. You might think its cold because of the sea breezes because san francisco is completely surronded. I live in a city called Millbrae about 15 miles south of san francisco and the temperatures are usually 10 degrees hotter.

San Francisco is a pensinsula meaning it is surrounded by water on 3 sides which means in almost any case, wind is blowing across cool water which cools it. In Oakland the wind usually comes from over asphalt and over reflective urban areas. The solar radiation from reflections over urban environments warms the air. There is also going to correlations between wind direction varying between the two location based on the fact that there are thermal discrepancies due to aforementioned circumstances which cause updrafts and downdrafts

San Francisco is cold because it is surrounded by three sides of water which keep the temperature so that it never gets really hot in the summer but so it doesn't get too cold in the winter.

The Pacific Ocean and Sierra Nevada moutain range keeps San Francisco warmer than Kansas City.
