As far as I know, a Zar built it, and made it capital for a little while.
But the capital is not St.Petersburg any more.
Mind you, since it was a Zar's town, it is very beautiful and has quite a lot of history.
The city was built by Peter the Great, who made a massive force of peasants construct the city. It contains the old palace of the Romanov's which is now the Hermitage museum, the worlds largest art museum. It is supposed to be more beautiful than Moscow, but this varies on opinion.
