There was a three step process in determining where the Federal Capital would be placed.

First, Madison and others recognized that a permanent Capital that was defensible, and stable was required. Prior to this the Capital moved depending on where the delegates met in congress.

Second, the constitution and other legal documents authorized the creation of a Federal Capital and limited its size to no more than 10 miles square (and this is why DC is square shaped). In addition an agreement was needed with the Southern states and congress negotiated that the capital would be in the South.

Third, George Washington was authorized to identify the exact area and work with the affected states to have the land ceded to the Federal Government.

George Washington chose the banks of the Potomac River and the Commonwealth of Virgina and the state of Maryland both ceded land to Congress. Eventually the land ceded by Virginia was returned, and that is why the shape of DC looks like part of the square is missing-the Virgina part is missing.

Thats where all of the nation's laws are enacted. Our nation documents such as the Bill of Rights and the constitution itself are housed in DC. It's historical; consider all of the many monuments commemorating presidents & the war memorials. It is the heart of the country.
