By using CSS (Cascading Style Sheets) - a single one to use site-wide and linking to it through each page - you will achieve consistency in your layout, because each page is going to call this sheet for the layout and formatting. Whatever changes you make to this single document as far as formatting, color scheme, and so forth, it will automatically change that group in every page that calls it.
