A cow's tongue is rough because it acts as a sand papery grip they use to help them pull up roots, grass, hay and weeds to eat. Their tongue is also used for grooming themselves and other cows.

Have you ever seen what cows eat? They forage on all kinds of grass, some grass is tough to eat and have Thorn's. Hay is very course and sometimes have thorn bushes in them, also they use their tongues to clean themselves and their babies. watch what a cow eats sometime, its educational :-)
