Cows are primary consumers because they eat plants. In fact, all vegetarian or herbivorous animals are primary consumers.

Consumer levels are defined by the way in which an organism obtains energy. Plants obtain energy from the sun through photosynthesis. Primary consumers obtain energy by eating plants, and secondary consumers obtain energy by eating other animals.

Cows are consumers because they eat and subsist off of the producers in the food chain, which are plants. Plants include grasses, leaves off of trees, forbs, etc.

How long do cows live?

That all depends on how productive they are, living conditions, health history and how favourable they are to a producer's cow herd. Typically age of a cow is determined by the producer.
