For over a 100 years the KKK have hung African Americans, thus, the noose is a symbol of that history. It would depend on the context within which it was used. The words "Hangman's noose" in themselves are not racial slurs, the sentence in which it was used may have been.

We know what polish is, but the slur enters as a "put down" to the people from Poland. I will never use that phrase again. However, I do not know the timeline or origin. It was suggested, perhaps the 1940's. I have heard that expression used since the 40's. "You don't know s--t from Shinola". The Polish people are a noble people. I hope the expression disappears.
